Former Mozambique finance minister loses last appeal, set for extradition to US over $2B scandal

Mozambique’s former finance minister has lost a last-ditch legal appeal in South Africa and faces extradition to the United States over a $2 billion corruption scandal related to loans to Mozambican state-owned companies.

Nearly five years after he was arrested at a South African airport, Mozambique’s former finance minister has lost a last-ditch court appeal and faces extradition to the United States over a $2 billion corruption scandal related to loans to Mozambican state-owned companies.

U.S. prosecutors allege that Manuel Chang, Mozambique’s finance minister from 2005 to 2015, was involved in a scheme that ultimately defrauded American and international investors. The huge sums of money leant by international banks to Mozambique — and guaranteed by the Mozambique government — were meant for a series of maritime projects but disappeared in bribes, kickbacks and other illegal payments, it’s alleged.

Chang is accused of receiving about $17 million in bribes in the “hidden debts” scandal. He was indicted in the Eastern District Court of New York in 2018.

The more than $2 billion was meant to be for the purchase of naval vessels, the building and maintenance of shipyards and various other projects to help the country’s fishing industry, but were never used for those purposes, according to the allegations. The scandal caused a financial crisis in Mozambique. When the loans were disclosed in 2016, the International Monetary Fund withdrew its support for the southern African country.

Chang has been held in jail in South Africa since December 2018, when South African police arrested him at the OR Tambo International Airport in Johannesburg at the request of U.S. authorities before he took a flight to Dubai.

He brought numerous court cases and appeals in an attempt to avoid extradition to the U.S.

Chang ran out of legal options in South Africa when the country’s apex Constitutional Court denied applications from him and the Mozambican government to appeal against a lower court’s ruling that he must be extradited to the U.S.

Chang and the Mozambican government were arguing that he should be extradited to Mozambique.

The Constitutional Court made the ruling on Wednesday and provided a copy of the judgment to the AP on Thursday. In its judgment, the court said permission to appeal against a ruling ordering Chang’s extradition to the U.S. “must be refused” because there was a “lack of reasonable prospects of success.”

A Mozambican civil society group, the Forum de Monitoria do Orcamento (FMO), supported Chang’s extradition to the U.S., arguing in court that he was unlikely to face real justice in his home country.

In December, several others accused in the scandal were convicted and sentenced in Mozambique. They included Ndambi Guebuza, the son of former Mozambican President Armando Guebuza, who was sentenced to 12 years in jail for illegally receiving an estimated $33 million from the corrupt dealings.

Ten other people were found guilty on similar charges and were all sentenced to more than 10 years in jail.

South Africa’s Department of Justice and Chang’s lawyers did not immediately respond to questions from the AP about when Chang might be extradited to the U.S.

In 2021, Swiss bank Credit Suisse agreed to pay at least $475 million to British and American authorities to settle allegations of bribery and kickbacks related to the bank’s involvement in the loans.

Elon Musk announces Linda Yaccarino as new Twitter CEO

Elon Musk on Friday announced that NBCUniversal’s former head of advertising Linda Yaccarino has been named Twitter’s new chief executive.

“I am excited to welcome Linda Yaccarino as the new CEO of Twitter!” Mr Musk tweeted on Friday.

Mr Musk said Ms Yaccarino will focus on business operations while he spends more time on product design and new technology.

Ms Yaccarino left her position at NBCUniversal prior to Mr Musk’s announcement.

“It has been an absolute honour to be part of Comcast NBCUniversal and lead the most incredible team,” said Ms Yaccarino, who joined NBCUniversal in 2011.

Her departure follows a tweet from Elon Musk on Thursday in which he said he had found someone to head the social media company.

Several outlets including The Wall Street Journal reported that Ms Yaccarino, previously chairwoman of global advertising and partnerships at NBCUniversal, was in talks for the role.

The announcement comes nearly six months after a Twitter poll ended with a majority of users wanting him to leave the role.

“Excited to announce that I’ve hired a new CEO for X/Twitter,” Mr Musk said in his tweet.

The new chief executive will start in about six weeks, he added.

He did not disclose the identity of the new chief executive but referred to the new job holder as “she”.

Mr Musk also said he would transition to overseeing product, software and systems operations as executive chairman and chief technology officer.

Last month, he announced that Twitter would merge with a new company called X Corp.

After completing his $44 billion takeover of Twitter in October, Mr Musk, who also owns Tesla, made a series of changes in a turbulent time for the company.

Within the first two weeks, he laid off half of the company’s staff and fired former chief executive Parag Agrawal, as well as other senior leaders in the company.

The billionaire businessman had previously complained of working too-long hours as head of Twitter and his other companies.

His ownership of the social media platform has also been criticised over changes including paid subscriptions for verification status, a “For You” newsfeed and the reinstatement of controversial accounts such as that of former US president Donald Trump.

Earlier this week, Mr Musk said Twitter would soon offer voice and video calls that would probably challenge rival platforms WhatsApp and Instagram.

Abu Dhabi: 91,000 lab tests done to ensure quality of food, water, medicine

Additionally, the product labels of about 698 commodities were evaluated, and the net weight of 111 products was verified.

The Abu Dhabi Government entity has carried out more than 91,000 laboratory tests in the first three months of this year to ensure quality of products in the market.

The tests by the Abu Dhabi Quality and Conformity Council (QCC) included checks for food, liquids, water, medicines, medical equipment, building and construction materials, environment, agricultural products etc.

Eng. Abdullah Hassan Al Maeeni, Executive Director, Central Testing Laboratory sector, said that QCC strives to meet market needs of government and private agencies by providing quality infrastructure services, and ensuring consumer safety in Abu Dhabi.

“This in turn enhances the quality of the national industry and local products, leading to achieving regional leadership and better integration with the global economy,” he said.

About 55,544 tests were conducted for water, 19,917 for food and liquid, 10,286 for environment, 3,291 for building and construction materials, 1,910 for motor oils, 720 for agricultural crops, and 51 for medicines and medical equipment.

Tests for water had the largest share overall at 60.4 per cent, followed by food and liquids at 21.6 per cent and environment at 11.2 per cent. Meanwhile, the rest of the tests accounted for building and construction materials, transformer oils, agriculture, cosmetics, medicines and medical equipment.

Since 1981, the Central Testing Laboratory has been providing testing services across product segments, as well as value-added services, which include technical consultations, specialised technical training, certificates of conformity and applied scientific research.

In the first quarter of the year, the laboratory implemented two specialised training programmes and provided five technical consultations, in addition to evaluating product labels of about 698 commodities and verifying the net weight of 111 products.

Abu Dhabi eyes 24 million visitors in 2023

The announcement follows an impressive surge in Abu Dhabi’s tourism sector in 2022.

bu Dhabi aims to welcome over 24 million visitors to the emirate by the end of 2023, according to the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi).

Saood Abdulaziz Al Hosani, Undersecretary at DCT Abu Dhabi, confirmed the new performance targets ahead of the Arabian Travel Market 2023, according to a statement by Emirates News Agency (WAM).

The announcement follows an impressive surge in Abu Dhabi’s tourism sector in 2022, with hotel occupancy rates reaching 70 percent, surpassing the Middle East average of 67 percent, and a 13 percent increase in visitor numbers, with a total of 18 million tourists arriving in the emirate.

The highest number of international visitors to Abu Dhabi came from India, Saudi Arabia, the United Kingdom (UK), and the United States (USA), respectively.

The increase in domestic and international market performance is credited to increased destination awareness and consideration of Abu Dhabi’s increased range of year-round entertainment and sporting events, as well as trade events and roadshows.

According to Saleh Mohamed Al Geziry, Director General for Tourism at DCT Abu Dhabi, the emirate is committed to delivering on its ambitious goals for 2023.

“The success we have achieved so far inspires us to strive for more. We are committed to deliver on our ambitions for 2023 by further elevating the successful strategy of creating and delivering unique experiences for everyone to enjoy and diverse range of year-round events for visitors in collaboration with our global IP partners. This is complemented by a MICE industry that continues to thrive, owing to the emirate’s world-leading venues, hotels and supporting facilities,” he said.

Last year, Abu Dhabi successfully hosted over 100 events during a 180-day period, featuring A-list global talents, which included Grammy award-winning icon Sting, K-pop sensations BLACKPINK, and Oscar-winning Indian composer A.R. Rahman.

The emirate also played host to popular homegrown family festivals such as the Mother of the Nation (MOTN) and LIWA festivals.

Abu Dhabi further established itself as a premier destination for global sports by hosting key events such as the Abu Dhabi Grand Prix, NBA, and UFC, drawing in massive crowds and garnering global attention.

In 2022, DCT Abu Dhabi launched two tourism campaigns: ‘Experience Abu Dhabi, Find Your Pace’ and ‘Summer Like You Mean It’. The department is “determined to offer even more ambitious campaigns and events in 2023 to showcase its commitment to providing memorable experiences to a worldwide audience, leveraging the strength of its partnerships,” the statement added.
