The EAU have been appointed the best place in the world for entrepreneurs, since foreign property rules, government support and financial options make it easier than ever launching a business in the country.
The EAU have occupied the first place worldwide for the fourth consecutive year in the Global Entrepreneurship Monitor (Gem) 2024/2025 Global Report.
The report also classified the EAU as the best place for entrepreneurship and small and medium enterprises among 56 economies evaluated this year.
Eau Business Ranking
The EAU secured the higher position among high -income countries in 11 of 13 key indicators based on expert evaluations of institutional frameworks that support the business environment.
The areas in which the EAU stood out worldwide included:
- Business Finance
- Ease of access to financing
- Government policies that support entrepreneurship
- Government policies on taxes and bureaucracy
- Government entrepreneurship programs
- Business Education at school level already level after school
- Research and Development Transfer
- Commercial and professional infrastructure
- Ease of entry to the market in regulatory terms or burns
- Social and cultural norms related to entrepreneurship
Alia Bint Abdullah Al Mazrouei, Minister of State of Entrepreneurship, said the achievement reflects the results of the prospective vision of the EAU, supported by the guide of her wise leadership, of constructed entrepreneurship and Smoeurhip.
He added that the continuous recognition of the EAU as the main environment for the leading entrepreneurship and destination for new companies worldwide for the fourth consecutive year repeats the regional and international progress of the country.
He pointed out that this achievement demonstrates the EAU’s commitment to provide an attractive and impressive entrepreneurship climate aligned with global best practices, allowing new companies to grow in advanced and digital economic sectors, and offer the office of these of the type of Theive and sacrific THETETIVES Hub for the new economy in the next decade, in line with the objectives of the vision “we the EAU 2031”.
The report stressed that the Eau’s business environment continues to flourish and advance worldwide, backed by friendly business policies, distinguished government initiatives and a competitive investment climate.
One of the key factors that contribute to this success was the US investment of $ 8.7 billion to boost the innovation and growth of small and medium enterprises as part of the projects of the Initiative 50.

The report also cited the 100 percent foreign allocation of companies and the constant increase in foreign direct investment, which reached record levels in 2023.
In addition, he pointed out that the business culture in the EAU is marked by high awareness and ambition among the population.
Approximately 67 percent of adults know an entrepreneur or believe they have the necessary skills to start a business.
Meanwhile, 70 percent or Emirati see solid opportunities to launch a business locally, 78 percent of new entrepreneurs prioritize social and environmental impact on profits, and 75 percent of initial entrepreneurs plan to expand their equipment and employment.
In addition, 80 percent intends to integrate digital technology in commercial operations, 78 percent are motivated to generate high income or wealth, and 55 percent of entrepreneurs serve the outomers outside the United Arab Emirates, strengthening and investment.
The EAU were also classified first worldwide in the same report under the National Entrepreneurship Context Index (NECI), which evaluates the support environment of each country for the business spirit based on scores derived from the evaluations of national experts.
This supports the vision of the United Arab Emirates to reach a million SME by 2031.
